Don't loose timing information specifity (not using termlink here!!)

RuleTables: Similarity case accepts SetExt and SetInt

this way inference rule don't need to do it. TODO: probably find a more elegant way.
CompositionalRules: Timing fix
RuleTables: Explicit preconditions of rules, there were some cases that produced garbage.
SyllogisticRule: Forgot to add base time, wtf..
Interval: No need to subtract 1 from parsed time.
Plugins: sensory channel deactivated for now as to commit to master since this commit is better than master.

Negation fix (caused wrong results when backward inference was involved), and avoiding derivations with confidence<TRUTH_EPSILON,
as well as avoiding derivations of quests with implications/equivalences.

Attachment of the vision sensory channel, with NARS already routing the input task correctly if the sensation corresponds to a sensory channel,

Time-related code fixes and simplifications

NAL9 improvements, should be introspective enough for Xiang's purposes now when it comes to introspective QA, without else worse performance in any way.

NAL7 improvements: improved interval handling, improved occurrence time handling (no occurrence time state leaking to next derivation anymore)

Receive both negated task variants for anticipation disappointments as the alternative, temporal inference on negations of all input events would be expensive.
