Modified build.xml to properly handle cases where Windows development machines with multiple instances of Visual Studio and Windows SDK are installed.

Temporarily commented-out OpenMP compiler support because MS Visual Studio Express does not support OpenMP

changed cases for files CLHelper and JNIHelper.  Apparently SVN on windows is entirely case insensitive, and automatically renames files.
